"The frustrated reformer never did get it straight, and went so far as to offer his doctor's beret to anyone who could reconcile Paul and James on the subject of justification. In Luther's preface to the New Testament of 1522, the inspired book of James was stigmatized as 'an epistle of straw.' A grasp of right division would have led Luther to begin his study by comparing Galatians 3:28 with James 1:1.
